The texture catalog is mostly the same as the furniture catalog: A jar (zip) file where there is a PluginTexturesCatalog.properties (and its localized versions) with the same structure as the built-in texture catalog: in fact there can be a Texture catalog and a furniture catalog on the same sh3f.
