Hi,

for the top blue object, you can open the [font=courier new]mtl-file[/font] and set [font=courier new]illum 0[/font].
That will make it emit a blue light.

For the lower logo, I would make the bulbs a separate object, and use the [font=courier new]illum 0[/font] setting. The letters I would leave as they are.

Only coloured objects cam emit light.
