You are correct: you can change the colour of an object, but you cannot apply or change a texture of an object.
Fortunately there are a few excellent free programs that allow you to do so. The easiest may be Misfit Model 3D. You can import/load any SH3D object file (OBJ) and apply colours and/or textures as you see fit. It's quite easy to use.
