That's weird. Well, what language are you using? I'm using Spanish and in my case the "plan" menu is called "plano", but the plugin seems to ignore the localization and then it adds its own "plan" menu with the options to rotate, so I have two menus "plano" and "plan".
Anyway, this plugin allows 90 degrees rotations only, which I don't know if would be good for you or you need a more customizable angle.
