How can I make the ground level to be inclined for example from -5.0cm to 0cm.

This thread might be of help: Slope lot front to back (4817) - and you will find some examples and models on Sourceforge 3D models #299 Geometry (for landscape). Depending on your plan, you may want to use negative elevations for your levels.
