"Administrator has blocked you..." error

Forgive me, I couldn't find this in search so I'm asking.

I got a new laptop and when I try and download Sweet Home 3D, I keep getting the below error:

"User Account Control
This app has been blocked for your protection.
An administrator has blocked you from running this app. For more information, contact the administrator.

SweetHome3D-7.4-windows.exe

Publisher: Unknown
File origin: Hard drive on this computer
Program location: "C:\Users\ etc...."

I've tried a few things that were suggested on various websites, but none of them are working. It works on two other systems, just not the new one.

I could not get the "edit group policy" to show in anything other than a browser, not in any way on my computer system.

Went into Windows Security and changed the "App & Browser control" but that didn't work either.

I have Windows 11 Home
