Right click in the 3D view and select "Display in separate window". Then resize and arrange your windows so the 3D window is on the right.Can we add a feature to place the 3D window on the right

Or try the Pan3dView plugin (desktop version only), it adds an option to change the program layout.

In the JavaScript version, the 3D view already appears on the right in landscape orientation on small screens like smartphone ones.
Otherwise there's no option to place the 3D view on the right and I'm not sure I'll add it in a close future to avoid overloading menus.
