I would like to have an aerial View wher I van move the center around.

In Aerial view mode, the 3D view always turns around the center of the displayed home. I know it might not be the perfect solution for advanced users but I wouldn't like users get lost if I let them change the location of the rotation center.
At this moment, the first idea I'll probably implement is adding an other indicator in the back of the 2D virtual visitor to easily change the height of the view point in Virtual visit mode (you can already change this height but you have to use the 3D view modification dialog).

Maybe it would be possible to aktivate mobility for the Aerial-view in the 3D view modification dialog.

I would suggest to use a kombination like ctrl + keyboard arrows to move the Point you see around.
