Onder a level at 10 cm elevation and build your house/room there.

but this is on the ground floor, not on the second level, because there is no elevation

It isn't exactly clear what you want. You could add a level at -10 cm and the house would be below the ground...

sorry, I mean how to thicken the floor to 10 cm at level 0

Assuming you don't have any levels yet:
1 - add a second level, this creates two tabs for the levels
2 - select and double click the tab for the lower level
3 - change the floor thickness.
