Scrolling the plan horizontally

I feel like I am going insane. How do I scroll the 2D plan horizontally?

As far as I can tell, it worked fine yesterday or I did not notice. But I just cannot move the plan horizontally right now.

Did I tick/untick something I shouldn't have?

If you don’t have scroll bars, you can use the mouse wheel while pressing the shift key. You may also click on Pan tool showing a hand and drag the plan.
On a touch device, you may also touch and move your finger at a place where there’s no selected item.
