"Modify Furniture" vs. "Furniture modification wizard"

When I hit <Ctrl>+<E> or right-click in the catalog, sometimes I get one, sometimes the other (s. Topic). What are the preconditions for which behaviour? Once I need this, once that, just don't know how to control it predictably.

It depends which pane(catalog or plan) has the focus.
