HOW DO YOU PLACE A ROUND HOLE IN A WALL OR IN A BOX? SEE THROUGH

HEllo,
Is there a way to make a round hole in a wall ? or in a box it would b a tube but on the Y axis- such as a porthole- should be adjustable in diameter and thickness.
