Background image not displaying in 3D

I loaded and formated a background image. It shows in the 2D view but not in the 3D view. Checked "Background image visible in 3D view" but still not showing. Seems I am missing one step but where?

Maybe you encountered one of these cases:
If you created more than one level, only the background image in the level at elevation 0 can be viewed in the 3D. Note also that the background image may be hidden by the walls and rooms you drew upon it in the plan.
