To change the shape of the cut-out, please read this document.
You could also reimport the staircase you need as a simple object from the free models page, and draw a room showing the hole you want.

Oh, right, it was me - I can only pan if zoomed in sufficiently. This is going to take some getting used to trying to draw walls which extend off the page...

Update: I've got the same problem on my Linux machine. Am I just doing something weird or not understanding the UI?
