How to split the walls horizontally?

Now, starting from version 1.3 we are able to split walls vertically, what about horizontal wall split?

Or at least, can we create wall from the segments, each segment shifted by Z coordinate (elevation)?

Walls can't be elevated.
The only workaround is to use elevated boxes, but I guess it's not a nice solution to manage multiple levels in a home.
